Essential Day-to-Day Responsibilities:   xVs!6 
This position will be responsible for allocating staff to projects and will work with the Development Manager/ Quality Manager to appraise staff during the assignment.  The successful candidates will report to Manager of Resources Development, RTCL.  The position will be base in Beijing.O :v;^y

• Liaise with Human Resources to develop training plans for staff in your group1iV76 G# 
• Determine project assignments for staff considering both the business goals of the Company and the skills development goals of individualsU\!/P #$ 
• Engage the local HR Talent Acquisition function to ensure strategic recruitment takes place ;,>C] 
• Recruit staffs according to the development centre requirement=,3=z 
• Maintain defined levels of staff utilization and participate in the project process at the strategic program level to maintain your exposure to the business%29}kN9? 
• Ensure that Thomson Reuters technical and business knowledge management needs are met

Qualifications

• Bachelor's Degree or higher in Computer Science, Computer Engineering or related field    }wxr9xY

Required Skills (Must have), Necessary industry Experience & associated number of years of experience:   1au$ 1

• 5 years of relevant experience as Project Management in an IT environment69s><5` 
• 3 - 5 years of People Management Development experienceY1FtaD: 
• Demonstrate general management skills e.g. succession management, mentoring and coaching.T6g#;_r 
• Broad technical understanding preferably in a development environment8c<n<<`{ 
• The ability to think outside the box to ensure staff are fully utilized e.g., seconding staff to other groups/projects both locally and globallyKr ).z@  
• The ability to manage risks and dependencies that impact resources availability7Vi6] 
• The ability to work with people of different levels and with varying talents and to be able to motivate and develop themTxv 3<7" 
• Patient and understanding when dealing with staffing issues.o'aah~k 
• Excellent oral and written communication skills.?hnWarT X 
• Good written and spoken English

Experienced in software development, customer support or data centre operations.Y&2"=1 
Leading a team of not less than 2 direct or functional reports in the pastQ75 `S%B
