Position Summary:
NETSCOUT Systems Inc. is looking for a seasoned human resources professional to
take on a key role as the HR manager for China, with a primary focus on supporting and
partnering with NETSCOUT R&D Center in Shanghai.
This HR manager will work closely with China based business unit leaders and
employees to build the organization and talent capability necessary to drive business
objectives, and to lead the implementation of key HR processes. This HR manager will
also be responsible for managing all aspects of the HR organization in support of
delivering innovative solutions that facilitate growth and competitiveness.
This role will report into Director, Human Resources, Asia Pacific.
This role will be based in Shanghai, China.

Candidate Profile:
The successful candidate will possess strong HR expertise across all HR generalist
capability areas, coupled with solid project management, change management, and
communication skills. The candidate should also have strong experience and capability
in HR business partnering – specifically: ability to quickly gain knowledge of the business
sufficient to make informed recommendations and take action, as appropriate.
The HR manager should also have experience in partnering with business leaders to
assess their business priorities and associate organization/talent needs for their groups.
The HR manager will provide managers and employees with a key point of contact for
employee relations, focal point process support, staffing planning and monitoring, and
performance management.
The HR manager will be able to speak from a business unit perspective on HR
policies/procedures and work closely with regional and global business stakeholders and
HR teams to recommend and implement initiatives/programs in China.

Key Responsibilities:
• Lead HR work in identifying, developing & implementing strategic talent initiatives
that support the values and culture of the organization
• Take full responsibility for all human resource policies, processes, activities and
issues including employment relations, compensation & benefits management,
talent management as well as the administration of tactical HR services
• Partner with business unit leaders in China to drive NETSCOUT business
initiatives focused on building a cohesive organization culture, people growth,
performance management and career development where each individual is
engaged and believes that the impact and success of the organization depends on
their achieving their potential
• Develop and guide key HR action plans in tight sync with business plans and
Partner closely with business leaders to provide HR thought/organizational
leadership for these businesses
• Provide human resources expertise in performance management, career
development, strategic organization planning, compensation, employee
communications & people related policies & procedures while ensuring
compliance with country labor relations requirements
• Integrate HR plans for the businesses and coordinate with APAC HR team to
develop and drive HR programs and initiatives in sync with broader APAC HR
priorities
• Collaborate and facilitate change management across the client group
organizations and people
• Scale NETSCOUT global and regional HR programs to meet the needs of local
business units, and identify opportunities for local process improvement
• Partner with Talent Acquisition team and business unit leaders to lead workforce
planning and talent acquisition initiatives in China
• Creatively apply strong business acumen with strong communication skills in
driving the people initiatives

Experience & Skills Requirements
The successful candidate must have at least 10 years of a working knowledge of any of
the HR functions to include: staffing, employee relations, compensation, talent
management and organizational development.
Working experience in a multinational corporation is required.
Possess cutting edge knowledge & skills in HR and employ a strategic approach to HR
management
Maintain skills and experience in working with culturally diverse people on a regional and
global basis
Possess a full-spectrum of human resource management experience in performance
management, compensation and benefits, organizational development and employee
communication
Display personal qualities of energy, drive, persistence, patience and be a good listener;
must be able to demonstrate the capability to be highly productive in driving the execution
of HR initiatives, projects, operations
Possess the ability to manage and achieve objectives through consensus and persuasion
Exhibit strong collaboration and team-work skills and have experience in working in a
matrix and very complex environment

Minimum Qualifications:
• BA/BS in human resources, business or related field would be preferred
• 10+ years of HR generalist or business partner experience
• 7+ years of HR generalist or business partner experience in China
• Must be proficient in English - both oral and writing; Other Asian language is desirable

2、制定分部培训计划,组织人员参加培训,评估培训效果,建立培训档案;

4、根据上级制定的人力资源战略和政策,负责分部统一考核、调动、晋升、奖惩、工资福利、劳动合同、劳动保险等人事管理制度的拟定并监督实施,并及时听取同级部门反馈意见协助上级修改人力资源的整体战略;
5、根据总公司发展战略,监督执行绩效考核具体指标,考核办法。辅导经理和员工通过绩效考核,实现公司的整体目标;

任职要求:
学历专业:
1、五年以上人力资源岗位工作经验或三年以上人力资源经理岗位工作经验;
2、 熟练掌握人力资源管理的基础理论,掌握人力资源相关的综合知识,对本企业的业务知识熟悉了解,对与本企业发展密切相关的法律法规知识有所了解。
3、英语口语能力熟练

能力素质 :
1、能熟练掌握各项政策和工作流程,具有现代企业人力资源管理理念;
2、具有对职位分析、绩效考核、薪酬体系建立、福利与人事制度的管理能力,人力资源开发与培训的能力;
3、对人及组织变化敏感,具有很强的语言文字表达能力、人际关系沟通、处理与协调能力和执行力;
4、良好的分析能力、组织能力、自我学习能力和处理危机的应变能力;
5、具有强烈的服务意识,待人公平公正;
6、具有一定亲和力,勤奋敬业,作风严谨,敬业负责,有良好的职业素养
